RELATING TO DISASTER RELIEF. Amends the Kauai flooding disaster relief appropriation made in Act 12, Session Laws of Hawaii 2018, to include flood mitigation measures. Extends the lapse date of the appropriation to June 30, 2020. Exempts the appropriation from certain restrictions on transfers of or changes to appropriations.

RELATING TO PUBLIC SAFETY. Requires the Director of Public Safety to develop policies and procedures to govern the use of force, including training and equipment, by deputy sheriffs. Requires the PSD Director to require less than lethal use of force training. Encourages PSD to maintain training activity records. Appropriates funds.

RELATING TO ELECTRIC GUNS. Authorizes law enforcement officers of the Department of Transportation to use electric guns while performing their duties. Requires law enforcement officers of DOT to be accredited by June 30, 2024, for the use of electric guns.

RELATING TO GUN VIOLENCE PREVENTION. Establishes the Hawaii Gun Violence Prevention Center within the University of Hawaii to research strategies to prevent gun violence. Creates a special fund to support the Center. Appropriates funds.

RELATING TO HAWAII TECHNOLOGY DEVELOPMENT CORPORATION. Appropriates funds to HTDC for the Small Business Innovation Research Program and Manufacturing Assistance Program. Disallows HTDC grants to businesses that were awarded a competitive contract from the Department of Defense to research hydrodynamics and demand response. Makes an appropriation into, and out of, the Alternative Energy Research and Development Revolving Fund for the purpose of providing grants.

RELATING TO INTOXICATING LIQUOR. Permits a small craft producer pub licensee to manufacture not more than 125,000 barrels of malt beverages on the licensee's premises per year. Allows brewpub licensees and small craft producer pub licensees to conduct certain activities at satellite locations. Clarifies the definition of "growler". Allows brewpub licensees and small craft producer pub licensees to obtain a direct shipper permit.

RELATING TO INTOXICATING LIQUOR. Includes certain spirits-based beverages in the definition of cooler beverage. Repeals the definition of draft beer. Applies the same tax rate to all beer.

RELATING TO A SMALL CRAFT BEER PRODUCER TAX CREDIT. Establishes a small craft beer producer income tax credit.

RELATING TO TAXATION. Increases the state tax credit for research activities to one and one-quarter times the allowable federal tax credit. Repeals December 31, 2019 sunset.

RELATING TO TELECOMMUNICATIONS. Authorizes DBEDT to enter into a public-private partnership to plan, build, and manage key strategic broadband infrastructure that benefits the State, including a cable landing station in Kakaako, on the island of Oahu, and to encourage cloud-based companies to take advantage of this infrastructure. Exempts the partnership from certain state and county laws. Appropriates funds.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Establishes the Office of Creative Film and Media Industries Hawaii and provides that the Hawaii Film Office and Arts and Culture Development Branch shall be agencies of the Office. Requires Hawaii Film Office employees to be transferred to the Office without any consequence to employment benefits or status. Renames the Hawaii Television and Film Development Special Fund as the Creative Film and Media Development Special Fund and expands the sources and uses of the Fund. Establishes and appropriates funds for staffing within the Office. Appropriates funds for operations and programs.

RELATING TO TAXATION. Establishes an income tax credit for taxpayers who own and operate a business from their principal residence.

RELATING TO SAVINGS PROMOTION CONTESTS. Authorizes financial institutions that are depository institutions to conduct savings promotion contests in which its account holders are contestants.

RELATING TO BROADBAND. Establishes a broadband infrastructure grant program to be administered by the Department of Business, Economic Development, and Tourism.

RELATING TO CHECK CASHING. Requires check cashers to be registered with DCCA and to offer a voluntary payment plan to customers under certain circumstances. Establishes the terms of voluntary payment plans. Clarifies that a customer may only have one outstanding deferred deposit transaction from any source. Amends notices to customers required of check cashers. Removes the exemption for persons engaged in the bona fide retail sale of goods or services. Requires the Auditor to conduct a sunrise analysis of the regulation of payday lenders and deferred deposit agreements in the State.

RELATING TO WATER SECURITY. Requires the Commission on Water Resource Management to conduct an update of the statewide framework for the Hawaii water plan to provide guidance for Hawaii's future water plan. Makes an appropriation.

RELATING TO THE KAHOOLAWE ISLAND RESERVE COMMISSION. Appropriates funds to the Department of Land and Natural Resources for support of the Kahoolawe Island Reserve Commission, including 2 full-time equivalent (2.0 FTE) permanent positions.

RELATING TO KEKAHA KAI STATE PARK. Appropriates funds for the employment of lifeguards and for life-saving equipment at Kua Bay in Kekaha Kai State Park on Hawaii Island.

RELATING TO STATE BOATING FACILITIES. Requires the Board of Land and Natural Resources to obtain prior authorization from the Legislature to lease certain boating facilities, fast lands, and submerged lands by public auction, request for proposal, or direct negotiation for private development, management, and operation.

RELATING TO MANDATORY VESSEL INSURANCE COVERAGE. Requires owners of certain vessels that operate in and on ocean waters of the State to obtain marine insurance coverage of a specific type and amount. Provides a limited exemption for transient vessels. Authorizes the DLNR to adopt administrative rules concerning marine insurance.

RELATING TO MARINE LIFE CONSERVATION DISTRICTS. Limits access to any marine life conservation district not accessible by land to 50 percent of commercial permit holders at any given time.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Requires DLNR to give prior notice to the Game Management Advisory Commission when establishing or amending watershed projects or management plans on state lands or pursuant to a water rights lease. Requires DLNR to suspend all aerial shooting activity if BLNR has not adopted rules incorporating recommendations by the Commission.

RELATING TO THE INTERSTATE WILDLIFE VIOLATOR COMPACT. Authorizes the Department of Land and Natural Resources to enter into the Interstate Wildlife Violator Compact or similar agreement for mutual assistance in the enforcement of wildlife laws.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Excludes lands set aside by the Governor to the Hawaii Public Housing Authority and lands to which HPHA holds title from the definition of public lands in section 171-2, Hawaii Revised Statutes. Requires prior legislative approval for the sale of lands to which HPHA holds title.

RELATING TO LEASE EXTENSIONS ON PUBLIC LAND. Authorizes the Board of Land and Natural Resources to extend leases of public lands for commercial, industrial, resort, or government use upon approval of a proposed development agreement to make substantial improvements to the existing improvements. Sunsets on June 30, 2029.
