RELATING TO THE UNIVERSITY OF HAWAII TUITION AND FEES SPECIAL FUND. Repeals the requirement that each UH campus prepare an operations plan for each fiscal year. Repeals the automatic lapse of moneys in the UH Tuition and Fees Special Fund.

RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM PLUS. Establishes the University of Hawaii Promise Program Plus to provide scholarships for the unmet direct cost needs of qualified students enrolled in a bachelor's degree at the University of Hawaii who are (1) graduates of a University of Hawaii community college who received a Hawaii Community College Promise Program Scholarship; and (2) enrolled at any University of Hawaii campus. Appropriates funds to establish and implement the program.

RELATING TO HEALTH. Appropriates funds to the University of Hawaii Cancer Center to determine whether Hawaii has the highest incidence in the country of liver and bile duct cancer due to liver fluke infection, aflatoxin ingestion, or intrahepatic bile duct dilation.

RELATING TO SCHOOLS. Appropriates funds for the Department of Education to install air conditioning in public schools that prioritize the project.

RELATING TO EARLY CHILDHOOD EDUCATION. Prohibits the suspension or expulsion of children participating in the Executive Office on Early Learning's Public Prekindergarten Program, except under limited circumstances.

RELATING TO SCHOOL SPONSORSHIP NAMING RIGHTS. Authorizes schools to accept donations in exchange for naming rights of school buildings, facilities, equipment, and fixtures.

Requires the Department of Education (DOE) to convene a Staggered School Start Times Task Force to study and evaluate the issues and implications of instituting a staggered school start times program, including effects on school bus schedules. Requires a report to the Legislature. Appropriates funds.

RELATING TO THE ENDANGERED SPECIES TRUST FUND. Expands the type of revenue that can be deposited into the Endangered Species Trust Fund.

RELATING TO LAND USE. Authorizes the development of utility scale solar projects on certain lands, subject to certain requirements.

RELATING TO SEA LEVEL RISE. Requires the Hawaii Climate Change Mitigation and Adaptation Commission to conduct certain activities to address the impacts of sea level rise and report to the Legislature before the 2021 Regular Session. Appropriates funds.

RELATING TO FOOD SAFETY. Requires and appropriates funds to the Department of Agriculture to partner with the Hawaii agriculture community to establish a food safety certification training program to assist small to medium sized farms to comply with the United States Department of Agriculture Good Agricultural Practices Certification Program.

RELATING TO RESERVED HOUSING. Prohibits the Hawaii Community Development Authority from allowing satisfaction of a development project's affordable housing requirement through a cash payment in lieu of providing reserved housing.

RELATING TO HOUSING. Authorizes the issuance of general obligation bonds and the deposit of the proceeds into to the Rental Housing Revolving Fund for construction of low-income housing. Appropriates funds for the construction of Permanent Supportive Housing units.

RELATING TO AFFORDABLE HOUSING. Directs the Hawaii Housing Finance and Development Corporation (HHFDC) to initiate negotiations or exercise its power of eminent domain to acquire the Front Street Apartments affordable housing project on Maui. Extends the time to complete the Leialii affordable housing project on Maui.

RELATING TO AFFORDABLE HOUSING PROJECTS IN COMMUNITY DEVELOPMENT DISTRICTS. Requires all developers of affordable housing projects developed pursuant to Section 201H-38, HRS, in community development districts to consult with the Hawaii Community Development Authority.

RELATING TO TAXATION. Establishes a wind resistive device tax credit for the purchase and installation of wind resistive devices in a non-condominium residential dwelling. Requires the Insurance Commissioner to develop and determine the requirements for the wind resistive devices and to certify claims for the tax credit.

RELATING TO VOTER REGISTRATION. Establishes a process, beginning on January 1, 2020, for automatically preregistering or registering public school-enrolled students who are at least 16 years old.

RELATING TO ELECTIONS. Provides ranked choice method of voting for all partisan primary elections, special elections, and nonpartisan general elections held in this State on or after 1/1/2020.

RELATING TO VACANT AND ABANDONED RESIDENTIAL PROPERTY. Requires counties to expedite demolition permits for vacant and abandoned residential homes. Allows the department of taxation to seek sale of the property through non-judicial foreclosure of vacant and abandoned residential properties with outstanding recorded state tax liens at any time after establishing vacancy and abandonment.

RELATING TO SMOKING. Establishes a $100 fine for persons over twenty-one who smoke on public school property or at public school functions.
