Directs the DOH to perform a study to develop a pilot program to provide state-provided financial support to individuals pursuing a doctor of medicine degree in exchange for a commitment to practice medicine in Hawaii after they graduate.

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS.

Expands eligibility for state-funded individual development accounts to households with income up to 100 percent of the area median income.  Expands allowable uses of account funds to rental housing and transportation.  Clarifies reporting requirements for fiduciary organizations.  Requires the Department of Business, Economic Development, and Tourism to certify the tax credits for contributions.  Reactivates the tax credit for the five-year period from 2020 through 2024.

Establishes an involuntary hospitalization task force to examine certain sections of chapter 334, HRS, and make recommendations to the legislature to reduce unnecessary emergency department admissions and improve access for MH-1 patients to the most appropriate level of care.

RELATING TO TRAFFIC SIGNALS ON THE PALI HIGHWAY.

Appropriates funds for installing signalized crosswalks and related pedestrian improvements at four specified unsignalized intersections in the Nu‘uanu area of the Pali Highway.

RELATING TO THE STATE HIGHWAY ENFORCEMENT PROGRAM.

Establishes the State Highway Enforcement Program and related fund within the Department of Transportation.  Establishes a parking violation surcharge to be imposed by courts in addition to other penalties and fines for parking violations on State highways.

RELATING TO TRANSPORTATION NETWORK COMPANIES.

Establishes rules, regulations, and permitting procedures for transportation network companies operating in the State.  Specifies that transportation network companies and drivers are excluded from the Motor Carrier Law.  Makes permanent insurance requirements for transportation network companies and transportation network drivers.  Appropriates funds.

RELATING TO MOTOR VEHICLES.

Changes the assessment of the state fuel tax from a specified amount per gallon to the greater of a specified amount per gallon or an unspecified percentage of the wholesale price per gallon to the retailer.  Subjects biodiesel oil to the same tax rates and reporting requirements as diesel oil.

Exempts the residency or occupancy in a structure or on property directly controlled, owned, or managed by the Department of Agriculture from the Residential Landlord-Tenant Code.

RELATING TO UNOCCUPIED RESIDENTIAL PROPERTIES.

Imposes fines on a homeowner, foreclosing party, or prevailing purchaser in foreclosure actions when a vacant residential property subject to foreclosure remains unoccupied during the foreclosure process.  Establishes conditions under which a property may be rented.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·    Testifier's name with position/title and organization;

·    The Committee(s) to which the comments are directed;

·    The date and time of the hearing; and

·    Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
