RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Specifies that overpayments of refunds and retirement benefits constitute a debt due and owing to the ERS by recipients of overpayments. Authorizes the ERS to adopt and enforce rules to recover retirement benefit overpayments. Authorizes waiver of benefit overpayments in cases of hardship or where the costs of recovery exceed the amount to be recovered.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND COMPLIANCE WITH FEDERAL AND STATE LAWS. Amends the definition of "dependent-beneficiary" under the Hawaii Employer-Union Health Benefits Trust Fund to conform with the federal Patient Protection and Affordable Care Act of 2010. Brings references to marriages under the EUTF into conformance with the state Civil Unions Law.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND DEFINITIONS. Clarifies the eligibility of employees' and retirees' children for participation in EUTF benefit plans by distinguishing the employee or retiree's children from later-born or adopted children of the surviving spouse. Aligns age-based benefits eligibility for all children of deceased employees or retirees.

RELATING TO GOVERNMENT PUBLICATIONS. Reduces the number of paper copies of government publications required to be deposited with the State Publications Distribution Center. Requires state and county agencies to deposit an electronic copy with the State Publications Distribution Center in a format as prescribed by the State Librarian.

RELATING TO CONTRACTORS. Exempts an eleemosynary organization that meets certain conditions from licensure and other requirements of a contractor.

RELATING TO CONTRACTORS. Prohibits the performance of incidental and supplemental work outside the scope of licensure by a specialty contractor on any project requiring the seal or stamp of a licensed structural engineer. Specifies that the performance of work in certain crafts or trades shall not be considered incidental and supplemental.

RELATING TO THE STATE PROCUREMENT OFFICE. Appropriates funds for fiscal year 2019-2020 to the State Procurement Office to continue the Small Business Assistance Initiative established by Act 42, Session Laws of Hawaii 2017.

RELATING TO WORKFORCE DEVELOPMENT. Establishes the state YouthBuild Program to provide employment, education, leadership development, and training opportunities to disadvantaged and low-income youth between the ages of 16 and 24. Authorizes the DLIR to award grants directly to eligible entities or to the counties. Appropriates funds.

RELATING TO EMPLOYEE TRAINING. Establishes the public employees training program, governed by a board, to provide training to state employees. Allocates either 0.01% of each employee's gross salary, or an amount negotiated pursuant to collective bargaining, to the public employees training program. Requires all new employees to be provided with a general orientation on their benefits and rights.

RELATING TO TEACHER SALARIES. Requires that classroom teachers who accept long-term assignments at hard-to-staff schools be paid the greater of a salary that equals at least the national average salary of classroom teachers with similar experience in a similar position, or paid the salary benefits statutorily established under the teachers' salary schedule; and forgo the annual differential paid to teachers employed at hard-to-staff locations.

RELATING TO EDUCATION. Pursuant to a collective bargaining agreement negotiated for Bargaining Unit (5), provides annual salary step increases for public school teachers and educational officers who have completed a year's satisfactory service and comply with specified requirements.

RELATING TO WORKERS' COMPENSATION. Requires an employer to pay for all medical services related to an employee's compensable injury and the employee's rehabilitation within 60 days of receipt of the bill for services. Establishes a process for employers to dispute the payment of an employee's medical bill.

RELATING TO WORKERS' COMPENSATION. Makes permanent Act 172, Session Laws of Hawaii 2017, which: (1) grants employees the right to have a chaperone present during a medical examination relating to a workers' compensation work injury and, with the approval of the examining physician or surgeon, to record the examination; and (2) provides that if an employee or employee's chaperone obstructs the medical examination, the employee's right to worker's compensation shall be suspended until the refusal or obstruction ceases.

RELATING TO MINIMUM WAGE. Increases minimum wage rates annually from January 1, 2020 through January 1, 2024. Provides lower minimum wage rates for employees who receive employer-sponsored health benefits under the Hawaii Prepaid Health Care Act.

RELATING TO MINIMUM WAGE. Authorizes each county to establish a minimum wage that is a higher wage than the state minimum wage under Chapter 387, Hawaii Revised Statutes.

RELATING TO THE OFFICE OF COLLECTIVE BARGAINING AND MANAGED COMPETITION. Transfers the Office of Collective Bargaining and related organizational functions, including the Chief Negotiator position, from the Office of the Governor to DHRD. Renames the Office of Collective Bargaining and Managed Competition to the Office of Collective Bargaining.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT. Establishes the Chief Recruitment Officer position exempt from Chapter 76, Hawaii Revised Statutes, within the Department of Human Resources Development.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT. Abolishes the Department of Human Resources Development and transfers its functions to the Department of Budget and Finance. Replaces the Director of Human Resources Development with the same-tiered Director of Taxation as the new basis for salaries of certain other state officials.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Establishes the Stadium Development District comprising all state land under the Stadium Authority's jurisdiction. Authorizes HCDA to facilitate the development of all state property within the District. Authorizes the issuance of revenue bonds and general obligation bonds. Appropriates funds.
