RELATING TO THE GENERAL EXCISE TAX. Establishes a five-year general excise tax exemption starting January 1, 2020, for amounts received from the servicing and maintenance of helicopters in an aircraft service and maintenance facility or from the construction of a facility that services and maintains helicopters; provided that 75% of the helicopters serviced and maintained annually in the facility are equipped with quiet technology. Sunsets 12/31/2024.

RELATING TO THE GENERAL EXCISE TAX. Exempts the sales of mobility enhancing equipment sold by prescription, prosthetic devices, prescription drugs sold pursuant to a prescription, diabetic supplies, medical oxygen, human blood and its derivatives, and durable medical equipment, from the general excise tax for taxable years beginning after December 31, 2018. Amends the definitions of "prosthetic device" and "prescription drugs".

RELATING TO THE WAIANAE COAST COMPREHENSIVE HEALTH CENTER. Appropriates moneys to the Department of Health to provide the Waianae Coast Comprehensive Health Center with funding for 1 FTE advanced practice registered nurse position and various infrastructure improvements for its school-based health center at Nanakuli High and Intermediate School.

RELATING TO ENVIRONMENTAL PROTECTION. Requires the University of Hawaii to develop a plan to be implemented for the statewide eradication of mosquitos. Appropriates funds.

RELATING TO MOSQUITO VECTOR CONTROL. Directs the Department of Agriculture (DOA) to review the Aedes aegypti mosquito with Wolbachia bacteria and render a determination to place it on the appropriate animal import list. Requires DOA and the Department of Health to collaborate on a report to the legislature with recommendations for appropriate vector control programs.

RELATING TO MEDICAL CANNABIS. Allows physician assistants to provide written certification for qualifying patients. Allows licensed dispensaries to have up to two additional manufacturing or processing facilities separate from their production facilities. Provides a process for the voluntary or involuntary sale or transfer of an individual dispensary license. Allows retail dispensaries to operate on state and federal holidays. Allows a licensed dispensary to purchase medical cannabis or manufactured cannabis products from another licensed dispensary, with department approval, in the event of a crop failure. Allows licensed retail dispensaries to sell edible cannabis and cannabidiol products.

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Extends the nursing facility sustainability fee program to 2021. Allows the nursing facility sustainability fee to be used to enhance capitated rates for the purpose of paying quality incentives. Increases the nursing facility sustainability fee limit from four to 5.5 per cent of net patient service revenue. Increases the per resident daily maximum fee from $13.46 to $20 for each facility, and increases the per resident reduced daily maximum fee from $5.85 to $9 for facilities that meet certain exceptions. Appropriates funds.

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM. Extends the hospital sustainability program for two years. Clarifies exemptions from the hospital sustainability fee. Appropriates funds out of the hospital sustainability special fund for fiscal years 2019-2020 and 2020-2021.

RELATING TO THE KUPUNA CAREGIVERS PROGRAM. Requires the Executive Office on Aging to include details on outcomes of the Kupuna Caregivers Program in its annual report. Requires Office on Aging to create a plan to maximize number of participants in the program and offer core services, requires plan submission to Legislature. Changes the kupuna caregivers program allocation cap from $70 per day to an unspecified amount per week. Appropriates funds.

RELATING TO THE HEALTHY AGING PARTNERSHIP PROGRAM. Appropriates funds for the healthy aging partnership program to further the program's role in improving the health and well-being of Hawaii's kupuna.

RELATING TO HUMAN SERVICES. Requires the Department of Human Services to use an integrated and multigenerational approach to delivering human services to reduce the incidence of intergenerational poverty and dependence on public benefits.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Repeals the exemption of the Hawaii Public Housing Authority from certain administrative supervision by its board of directors regarding personnel matters.

RELATING TO HOUSING. Establishes a Homeownership Housing Revolving Fund within HHFDC to provide loans to nonprofit housing development organizations and community development financial institutions for the development of affordable homeownership housing projects under a self-help housing program.

RELATING TO CONDOMINIUMS. Restricts sales of residential condominiums developed with state investment within a transit-oriented area to only owner-occupants for 60 days after the initial date of sale for the project.

RELATING TO HOUSING. Requires approval of a permit application submitted by a housing development project that uses moneys from the rental housing revolving fund if a county does not issue a decision on the application within sixty days, subject to certain requirements. Exempts the foregoing projects from environmental impact statement requirements until an update to administrative rules regarding exemptions to environmental impact statement requirements takes effect.

RELATING TO HISTORIC PRESERVATION. Establishes a historic preservation tax credit for qualified construction expenses incurred in the rehabilitation of income-producing historic structures, with an enhanced tax credit for income-producing historic structures that provide affordable housing units.
