RELATING TO HAWAIIAN CULTURE. Removes a provision designating the Hawaii convention center as the location for operation of a Hawaiian center and the museum of Hawaiian music and dance.

RELATING TO THE HAWAII TOURISM AUTHORITY. Authorizes contracts entered by the Hawaii Tourism Authority for the marketing of all uses of the Hawaii Convention Center to be issued separately from the management, use, operation, or maintenance of the facility.

RELATING TO THE STATE OF HAWAII MUSEUM OF NATURAL AND CULTURAL HISTORY. Appropriates $1,500,000 in general funds to support the State of Hawaii Museum of Natural and Cultural History; provided that the appropriation shall not reduce DBEDT's base budget for the Hawaii Museum.

RELATING TO TOURISM. Establishes the Convention Center Repair and Maintenance Special Fund and the Convention Center Emergency Special Fund. Allocates a portion of the transient accommodations tax to those funds. Removes repair and maintenance as permissible uses of the Convention Center Enterprise Special Fund. Requires annual reports to the Legislature.

RELATING TO TRANSIENT ACCOMMODATIONS. Provides that a county shall be eligible to receive funds from the State for the purpose of enforcing all applicable laws and ordinances relating to transient accommodations, provided that no funds shall be released to a county until it has satisfactorily complied with specified conditions. Makes an allocation from TAT revenues. Requires reports from counties receiving funds for enforcement of transient accommodations and short-term vacation rentals ordinances.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Allocates and appropriates funds from transient accommodations tax revenues to the Hawaii Tourism Authority to implement initiatives, in conjunction with the Hawaii Lodging and Tourism Association, to address homelessness in tourist and resort areas. Requires the Hawaii Tourism Authority to report to the Legislature.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Allocates funds from transient accommodations tax revenue to the Hawaii Tourism Authority, rather than the Special Land and Development Fund to improve certain state resources and services. Requires DLNR to submit an annual list to HTA of proposed projects for the HTA Strategic Plan.

RELATING TO TAXATION. Authorizes each county to impose a surcharge on transient accommodations tax. Changes the transient accommodations tax rate to an unspecified amount. Repeals the distribution of transit accommodations tax revenues to the counties.

RELATING TO TRANSPORTATION. Appropriates funds for the extension of the zipper lane on the H-1 Freeway to Kapolei in the vicinity of the Kualakai parkway on/off ramp.

RELATING TO TRANSPORTATION. Directs the Department of Transportation to develop and implement a single occupant vehicle access fee to use a zipper lane on Oahu. Requires that revenues generated from the single occupant vehicle access fee be deposited in the state highway fund.

RELATING TO TRANSPORTATION. Requires the posting of depth gauge signs on any portion of a public highway that lies within a special flood hazard area and is prone to flooding. Requires that the signs be posted in a manner consistent with the Federal Highway Administration's Manual on Uniform Traffic Control Devices.

RELATING TO MOTOR VEHICLES. Establishes a task force in DCCA to develop proposed legislation for the regulation of peer-to-peer motor vehicle sharing companies.

RELATING TO TRANSPORTATION. Requires DOT and county transportation departments to adopt Vision Zero policies to prevent and eliminate traffic fatalities. Establishes and funds a temporary working group in DOT to review traffic policies and recommendations to prevent traffic fatalities, develop an action plan, and report to the Legislature.

RELATING TO THE IGNITION INTERLOCK PROGRAM. Requires compliance with the ignition interlock program before an interlock device is removed. Allows for a constant sobriety program. Authorizes rulemaking.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION. Repeals Act 67, Session Laws of Hawaii 2018, relating to alternative energy research and development and grants by HTDC. Repeals Act 141, Session Laws of Hawaii 2018, relating to the Research and Development Program in HTDC.

RELATING TO CONSUMER PROTECTION. Specifies that businesses may provide proof of purchase in electronic form to a member of a frequent shopping program, unless the member requests it in paper form.

RELATING TO BROADBAND. Establishes the Hawaii Broadband Office within DBEDT. Establishes the position of State Broadband Strategy Officer. Requires the Director of DBEDT to convene and chair the Broadband Advisory Council and amends Council purpose and membership. Appropriates funds.

RELATING TO GOVERNMENT DATA. Establishes a Chief Data Officer and Data Task Force in the Office of Enterprise Technology Services to develop, implement, and manage statewide data set policies, procedures, and standards. Appropriates moneys.

RELATING TO ENTERPRISE TECHNOLOGY SERVICES. Requires the Office of Enterprise Technology Services Chief Information Officer to update the state information technology strategic plan every four years, with the first update to be completed in advance of the 2021 regular session.

RELATING TO TAXATION OF REAL ESTATE INVESTMENT TRUSTS. Disallows dividends paid deduction for real estate investment trusts.

RELATING TO TELECOMMUNICATIONS. Exempts public telecommunications utilities that provide basic exchange service to every county of the State from the regulatory jurisdiction of the Public Utilities Commission, including provisions governing financial reporting, rate regulation, issuance of securitized assets, disposal of property, and affiliate interests.

RELATING TO COMMERCE AND CONSUMER AFFAIRS. Repeals the existing statutory requirement that $2,000,000 of certain taxes collected on bank and financial corporations be deposited to the compliance resolution fund. Requires adjustments to fees and assessments collected by the Division of Financial Institutions based on the amount of moneys credited to the division in the compliance resolution fund. Establishes criteria to determine the amounts to be assessed for fees and expenses regulated under title 25, HRS. Provides for the reduction or cessation of fees or interest paid into the mortgage loan recovery fund, contractors recovery fund, contractors education fund, real estate recovery fund, real estate education fund, and condominium education fund if the balance in the funds attain a certain dollar amount. Sets the annual fee assessed on cable operators at 4.5% of the income received from subscribers for cable services rendered during the preceding calendar year. Authorizes the Director of the Department of Commerce and Consumer Affairs to reduce the fee if the amount exceeds the amount necessary to administer chapter 440G, HRS.

RELATING TO THE OWNER-BUILDER EXEMPTION. Requires owner-builders to provide proof of withholding taxes and workers' compensation insurance. Amends fines for failure to comply with statute.

RELATING TO ATHLETE AGENTS. Adopts the Revised Uniform Athlete Agents Act. Expands the definition of "athlete agent" to include individuals who, for compensation, serve a student athlete as a financial advisor or business manager. Requires reciprocity for athlete agents who are registered in more than one state. Strengthens requirements for athlete agent contracts. Strengthens requirements under which athlete agents shall notify the student athlete's educational institution.
