Appropriates funds to the Hawaii technology development corporation for the small business innovation research program.

RELATED TO TRANSIENT ACCOMMODATIONS.

Requires members in planned community associations subject to HRS 421J and unit owners in condominiums subject to HRS 514B to register units leased as transient accommodations.  Requires associations to submit annual reports to county planning departments and Department of Business, Economic Development, and Tourism (DBEDT).  Requires DBEDT to submit annual reports to the Legislature.

RELATING TO ONLINE PLATFORMS.

Requires a provider of an online platform offering goods and services in the State to provide nondiscriminatory access to the platform and be transparent with platform management practices, performance, and commercial terms of its platform.  Prohibits preferential treatment of the platform's own vertically integrated business lines.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST SEAWATER AIR CONDITIONING PROJECTS ON OAHU.

Extends the authorization to issue special purpose revenue bonds to assist Honolulu Seawater Air Conditioning, LLC, until June 30, 2024.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR MELE ASSOCIATES, INC., A RENEWABLE ENERGY DEVELOPER SERVING THE GENERAL PUBLIC IN PROVIDING ELECTRIC ENERGY.

Authorizes the issuance of special purpose revenue bonds to Mele Associates, Inc., a renewable energy developer, for the provision of electric energy and installation of renewable energy projects in Hawaii.
