RELATING TO CLEAN ENERGY FINANCING. Amends and expands the purpose of the Building Energy Efficiency Revolving Loan Fund to a Clean Energy Revolving Loan Fund. Transfers administration of the Clean Energy Revolving Loan Fund to the Hawaii Green Infrastructure Authority.

RELATING TO ELECTRIC GRID RESILIENCY. Requires the Department of Education to establish a pilot program in which various schools are provided with renewable energy systems that are capable of providing backup power in the event of a natural disaster or other similar emergency. Requires the Public Utilities Commission to open a proceeding to incentivize the implementation of these systems.

RELATING TO THE ENVIRONMENT. Requires new developments to plan for the impacts of projected sea level rise and prohibits development in areas significantly affected by projected sea level rise.

RELATING TO MUTUAL ASSISTANCE AGREEMENT. Authorizes the State and electrical utilities to enter into a mutual assistance agreement with an out-of-state utility to assist in the restoration of electrical power following a natural disaster or emergency.

RELATING TO CONTRACTING FOR PUBLIC FACILITIES. Allows agencies to enter performance contracts to undertake or implement energy conservation or alternate energy measures for vehicles. Amends definition of energy performance contract to include vehicles. Defines vehicle.

RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR ELECTRIC PUBLIC UTILITIES. Authorizes special purpose revenue bonds for Hawaiian Electric Company, Inc. and its subsidiaries Maui Electric Company and Hawaii Electric Light Company.
