Status

RELATING TO CESSPOOLS.

Extends lapse date for funds appropriated to the University of Hawaii to conduct a comprehensive statewide study of sewage contamination in nearshore marine areas.  Extends lapse date for funds appropriated to the Department of Health to conduct research or gather technical assistance relating to the cesspool conversion working group's comprehensive cesspool conversion plan.

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes and funds a pilot project to demonstrate new toilet and sewage treatment technologies and to expedite traditional permitting and regulation for the demonstration projects.

RELATING TO SOLID WASTE.

Requires a retailer of certain batteries to implement a program in which the retailer accepts used batteries for reuse, recycling, or other means of disposal.  Requires the Department of Health to expand its recycling operations to accommodate the recycling of batteries.  Appropriates moneys.

Status

RELATING TO DISPOSAL OF SOLID WASTE.

Adds the impounding of a vehicle as a punishment for any vehicle used in the commission of illegal disposal of solid waste.

RELATING TO SOLID WASTE DISPOSAL GOALS.

Updates the Department of Health's solid waste management goals to align with the Aloha+ Challenge.

Status

RELATING TO SHOPPING CARTS.

Authorizes the solid waste disposal division of each county with a population of 500,000 or more to: (1) confiscate abandoned shopping carts; (2) dispose of shopping carts not retrieved by owners within 24 hours of notification of confiscation; and (3) impose fines upon owners for unretrieved shopping carts.  Allows businesses that are fined to contest the fines in certain circumstances.

Status

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the sale of polystyrene foam food service containers and their use by food providers.  Provides for exemptions.  Imposes penalties.  Requires reports to the Legislature.

Status

RELATING TO SINGLE-USE PLASTIC STRAWS.

Prohibits a full-service restaurant from providing a single-use plastic straw to a consumer unless requested by the consumer.  Takes effect 1/1/2020.

Status

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes the Plastic Pollution Initiative Program under the Department of Land and Natural Resources to eliminate plastic waste polluting the State's environment.  Establishes the Plastic Pollution Advisory Council to collect data on plastic pollution and associated cleanup costs.  Appropriates funds.

Status

RELATING TO THE STATE CAPITOL.

Establishes the Ocean-friendly Capitol Program to encourage offices within the State Capitol to commit to ocean-friendly practices.  Appropriates funds for the installation of ocean-friendly measures in the State Capitol.

Status

RELATING TO CARBON EMISSIONS.

Appropriates funds to the University of Hawaii for the Research Corporation of the University of Hawaii to conduct a comprehensive study of a statewide carbon tax.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
