RELATING TO SEA LEVEL RISE. Establishes the Sea Level Rise Relocation Program and the position of Sea Level Rise Relocation Coordinator in the Office of Planning to coordinate mitigation measures, relocation, and site planning for public infrastructure and facilities affected by sea level rise.

RELATING TO COASTAL PLANNING. Requires incorporation of sea level rise projections in all new plans and updates to existing state plans generated under the Hawaii State Planning Act.

RELATING TO COASTAL EROSION PROACTIVE ADAPTATION PLAN. Establishes a Coastal Erosion Proactive Adaptation Plan Task Force, to be assisted by an Advisory Group, to develop a Coastal Erosion Proactive Adaptation Plan for streamlined and proactive shoreline permitting procedures that better mitigate impacts to Hawaii's coastal zone and lower the costs to public and private permit applicants.

RELATING TO CLIMATE CHANGE. Establishes the Green Urban Core Pilot Project to develop a plan to increase the number of trees and vegetation in urban areas to sequester greenhouse gases and improve visual appearance. Appropriates funds. Amends the Greenhouse Gas Sequestration Task Force nomination process.

RELATING TO GREEN INFRASTRUCTURE. Requires the State Sustainability Coordinator of the Office of Planning to complete a holistic and comprehensive study and plan for green infrastructure opportunities in the State. Appropriates funds to complete the green infrastructure study and plan.

RELATING TO SUSTAINABILITY. Requires the office of planning to update the Hawaii 2050 sustainability plan and submit the updated plan to the legislature prior to the regular session of 2021 and every tenth session thereafter, using the goals and priority guidelines of the state plan and the Hawaii climate change mitigation and adaptation initiative as guiding principles.

RELATING TO THE ENDANGERED SPECIES TRUST FUND. Expands the type of revenue that can be deposited into the Endangered Species Trust Fund.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST AN INDUSTRIAL ENTERPRISE. Authorizes the issuance of special purpose revenue bonds to assist Kona Coast Water, LLC, with the financing of the planning, design, and construction of solar thermal facilities to desalinate water using renewable energy.

RELATING TO RAPID OHIA DEATH. Appropriates funds to the Department of Land and Natural Resources to study and combat rapid ohia death.

RELATING TO LAND USE. Authorizes the development of utility scale solar development projects on certain lands. Effective upon approval and repealed on 6/30/2025.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
