RELATING TO EDUCATION. Beginning with the 2019-2021 fiscal year, reduces the percentage from 6.5 per cent to 5.0 per cent of the total department of education's operating budget that can be expended for the department's administrative expenditures. Increases the per cent of appropriations for the total budget of the department that principals can expend from seventy per cent to seventy-five per cent.

RELATING TO FUNDING FOR SCHOOL REPAIR AND MAINTENANCE. Requires the Department of Education to include source of project funding and amount of legislative appropriations used for some other purpose and the justification for such use in the information posted on the Department's website relating to school repair and maintenance projects.

RELATING TO THE SCHOOL-LEVEL MINOR REPAIRS AND MAINTENANCE SPECIAL FUND. Clarifies that the school-level minor repairs and maintenance special fund shall be used only to fund minor repairs and maintenance.

RELATING TO EDUCATION. Requires the department of education to report the creation of any temporary positions to the legislature at least twenty days prior to the convening of each regular session.

RELATING TO THE DEPARTMENT OF EDUCATION. Removes operating and maintaining capital improvement and repair and maintenance programs for department and school facilities from the express responsibilities of the department of education.

RELATING TO EDUCATION. Establishes and appropriates funds for a state school meal subsidy program within the department of education to provide school lunch subsidies to children whose families do not otherwise qualify for the free and reduced price lunch program.

RELATING TO EXTRACURRICULAR ACTIVITIES. Allows home schooled students to participate on an equal basis in extracurricular activities offered at the public school they would otherwise be required to attend.

RELATING TO PUBLIC SCHOOLS. Increases the amount of damages allowed for public school restitution agreements from $3,500 to $10,000.

RELATING TO IMPROVEMENTS TO STATE FACILITIES ON STATE LAND AT KA‘OHAO PUBLIC CONVERSION CHARTER SCHOOL. Appropriates funds for a capital improvement project to state facilities on state land at Ka‘ohao public conversion charter school.
