RELATING TO INTOXICATING LIQUOR.

Includes certain spirits-based beverages in the definition of cooler beverage. Repeals definition of draft beer.  Applies the same tax rate to all beer.

Establishes within the Department of Business, Economic Development, and Tourism the China-Hawaii Economic Council to further economic relations between China and Hawaii.  Appropriates funds.

Requires the Community-Based Economic Development Advisory Council to retain and oversee professional research and analysis services for the evaluation of the means or barriers for private for-profit start-up agricultural businesses to acquire funds for agriculture infrastructure projects.

Appropriates funds to the Hawaii technology development corporation for the small business innovation research program.

Repeals Act 67, Session Laws of Hawaii 2018, relating to alternative energy research and funding.  Repeals Act 141, Session Laws of Hawaii 2018, relating to the research and development program in the Hawaii technology development corporation.
