RELATING TO NONPROFIT CORPORATIONS.

Amends chapter 414D, Hawaii Revised Statutes, to clarify that public benefit corporations may not purchase its memberships, to clarify that a person who does not have authority to vote as a member of the board is not a director, to clarify that a corporation with members may designate its directors, to add previous wording that was inadvertently removed through Act 87, Session Laws of Hawaii 2017, and to increase the length of time that the Attorney General has to review proposed sale of substantially all of the assets of public benefit corporations other than in the regular course of its activities.

RELATING TO CHARITABLE ORGANIZATIONS.

Amends chapter 467B, Hawaii Revised Statutes, to replace the term "gross revenue" with "total revenue" and define the term "total revenue" for purposes of calculating the annual filing fee, clarify when professional solicitors must file financial reports, clarify when commercial co-venturers must provide a charitable organization with an accounting and the benefit, and make other housekeeping amendments.

RELATING TO THE LANDLORD-TENANT CODE.

In a summary possession proceeding brought by a landlord against a holdover tenant:  requires the court to address the complaint for summary possession during the first court appearance of the parties; prohibits a writ of possession from allowing the tenant more than fifteen days to vacate the premises; and specifies that the court shall expedite the proceeding so that the landlord is not unduly prejudiced by the delay.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Allows public utilities commission members who are residents of a county other than the city and county of Honolulu to receive an allowance of $225 per day for expenses related to board, lodging, and incidental expenses, in addition to actual air travel expenses, beginning on July 1, 2019.

RELATING TO THE SALARY OF THE PUBLIC UTILITIES COMMISSIONERS.

Aligns the salary of the public utilities commission chair with the highest pay tier of a supervising deputy attorney general.  Aligns the salary of the other PUC commissioners with the lowest pay tier of the first deputy attorney general.

RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR HAWAIIAN ELECTRIC COMPANY, INC.; MAUI ELECTRIC COMPANY, LIMITED; AND HAWAII ELECTRIC LIGHT COMPANY, INC.

Authorizes the issuance of special purpose revenue bonds to assist Hawaiian Electric Company, Inc.; Maui Electric Company, Limited; and Hawaii Electric Light Company, Inc., to fund multi-project capital improvement programs and assist utilities serving the general public in providing electric energy.

Prohibits a health care insurer from requiring an insured diagnosed with stage two through stage five cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions.
