HAWAII'S HEALTH WORKFORCE DEVELOPMENT FOR THE 21ST CENTURY

The purpose of this briefing is to focus on investing in the health of Hawaii's people by incorporating a proactive effort to ensure a robust healthcare workforce for Hawaii.

 

In the 1970s, Hawaii became a leader in healthcare reform when the state was the first in the nation to implement a Prepaid Healthcare Act, which required healthcare coverage for eligible employees working at least 20 hours per week. Today the state is faced with maintaining its healthcare workforce, with many physicians and healthcare workers leaving the field of healthcare.

 

An adequate, diverse, motivated and supported healthcare workforce is required for a vibrant healthcare system, detecting and preventing and managing health emergencies, promoting preventive health, telemedicine, and the well-being of the people.

 

The briefing will highlight these four goals:

 

● Share latest data on health workforce needs

● Fill gaps in education and training

● Strengthen the healthcare pipeline and recruitment network

● Leverage resources to maximize their benefit to the state

 

 

The National Conference of State Legislatures (NCSL) is a bipartisan non-governmental organization established in 1975 to serve the members and staff of all state legislature of the United States (states, commonwealths, and territories). NCSL has three objectives: to improve the quality and effectiveness of state legislatures; to promote policy innovation and communication among state legislatures; and to ensure state legislatures a strong, cohesive voice in the federal system. All state legislators and staff members are members of NCSL. Kate Blackman is the Health Program Director at NCSL and Sydne Enlund is the Health Policy Specialist at NCSL. NCSL will provide a national review of healthcare workforce development and provide technical support and assistance throughout the briefing.

 

The plan for the briefing is to present potential solutions to health workforce challenges in key workforce areas (entry-level, nursing, physician, behavioral health, social work, and public health), as well as delving into means to optimize Hawaii’s health workforce and address shared health workforce challenges. Presenters will share several potential solutions, and audience members will have the opportunity to do straw polling to identify their preferred solutions.

At the conclusion of the presentations the Committees will reserve the final 15 minutes to highlight the top priorities relating to healthcare workforce development.  The Plan of Action may display bill proposals for the 2020 Legislative session, administrative action, and memorandum of agreements between departments and services providers to ensure a strong healthcare workforce.
