Amends the calculation of surplus lines insurance premium tax to tax the entirety of the premium using the rate established by Hawaii statute regardless of location of risk.  Effective 7/1/2050.  (SD2)

Amends various portions of the Hawaii Insurance Code under title 24, Hawaii Revised Statutes, to update and improve existing Insurance Code provisions.  Requirements for proposed name changes and use of a trade name or assumed name effective 10/1/2019.  (SD2)

RELATING TO INSURANCE.

Updates various areas of the State's insurance laws, including:  adopting the NAIC's Corporate Governance Annual Disclosure Model Act beginning on 1/1/2020; allowing the department of commerce and consumer affairs and insurance commissioner to determine whether a request to add or change a trade name or assumed name satisfies certain requirements beginning on 10/1/2019; clarifying certain provider reimbursement requirements; moving provisions related to limited benefit health insurance to article 10A, HRS; adopting revisions to the Insurance Holding Company System Regulatory Act beginning on 1/1/2020; providing the insurance commissioner with additional regulatory authority to supervise or liquidate a captive insurer; enabling the insurance division to create stopgap measures to implement the Network Adequacy Model Act; and making various housekeeping amendments.  (SD1)

Removes the requirement that a vehicle protection product warrantor and a service contract provider submit to the Insurance Commissioner a copy of each warranty or service contract form proposed for use in the State.

RELATING TO LIQUOR LAWS.

Repeals requirement that there be attached a clear and legible notice, placard, or marker upon the faucet, spigot, or outlet wherefrom the draught beer is drawn.  Requires definitions adopted by the counties related to stacking of beer to refer to a standard serving of total volume and beer standard size servings to be limited to forty-four ounces of total volume before a customer at any one time.

RELATING TO CONTRACTORS.

Raises the threshold under the contractor licensing law's handyman exemption from $1,000 to $1,500.  Requires handymen to provide their name and contact information to the department of commerce and consumer affairs.  Requires the department of commerce and consumer affairs to report to the legislature.  Sunsets June 30, 2024.  Effective July 1, 2050.  (SD1)

RELATING TO CONDOMINIUM VOTING.

Permits a condominium board to direct the use of an electronic voting device at any condominium association meeting regardless of whether a secret ballot is used or required.  Requires a condominium board to take reasonable steps to ensure secrecy and integrity of the votes, and that an audit trail be available after the meeting.  (SD1)

Clarifies that a condominium association may exercise nonjudicial or power of sale foreclosure remedies regardless of the presence or absence of power of sale language in an association's governing documents.  Takes effect on 7/1/2050.  (SD1)

RELATING TO CONDOMINIUMS.

Revives for one year specified sections of the repealed chapter 514A, HRS, to allow developers whose condominium property regimes were issued an effective date pursuant to sections 514A-40 and 514A-41, HRS, to update their public reports without revising any of the associated documents and have their public reports and disclosure abstracts treated as non-expiring developer's public reports under part IV of chapter 514B, HRS.  Clarifies that requirements regarding filing of public reports do not apply to duly registered time share projects under certain conditions.  (SD1)

RELATING TO CONDOMINIUMS.

Specifies that a condominium association's proxies and ballots may be destroyed ninety days, rather than thirty days, after an association meeting, unless the election is contested, in which case the documents shall be retained until resolution of the contested election.  (SD1)
