RELATING TO CONDOMINIUMS. Requires a disaster preparedness plan to accompany each declaration for a new condominium property regime submitted for recordation after December 31, 2019. RELATING TO HEALTH. Establishes and amends provisions relating to the care of the elderly and disabled in state-licensed care facilities. (HB582 HD1)

RELATING TO HEALTH. Clarifies the scope and practice of physician assistants in the State. Amends the Hawaii Medical Board membership to include two physician assistants. Expands bases to revoke or suspend a physician or surgeon's license. Makes conforming amendments. (HB935 HD1)

RELATING TO FLAVORED TOBACCO PRODUCTS. Bans the sale of flavored tobacco products except for menthol or mentholated products. Prohibits mislabeling of e-liquid products containing nicotine. Establishes fines and penalties for violations. Effective 7/1/2050. (HB276 HD1)

RELATING TO HEALTH. Prohibits the shipment of tobacco products, and the transport of tobacco products ordered or purchased through a remote sale, to anyone other than a licensee. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee. Increases the excise tax for each cigarette sold, used, or possessed by a wholesaler or dealer. Increases the excise tax on the wholesale price of each article or item of tobacco products sold by the wholesaler or dealer. (HB387 HD1)

RELATING TO HEARING AIDS. Requires health insurance policies and contracts issued after 12/31/19 to provide coverage for the cost of hearing aids for each hearing-impaired ear every thirty-six months in their base plans. (HB469 HD1)

RELATING TO HIGHWAY BEAUTIFICATION. Makes the motor vehicle registration fee for U-drive motor vehicles consistent with the fee for all other motor vehicles. Makes any county ordinance that increases a motor vehicle registration fee applicable to U-drive vehicles.

RELATING TO FIDUCIARY ACCESS TO DIGITAL ASSETS. Gives various types of fiduciaries access to the digital assets of the principal.

RELATING TO DIGITAL MEDIA. Defines digital media account. Prohibits contracts that prohibit, limit, or restrict the transfer of a digital media account upon the account holder's death, and provides for the transfer of a decedent's digital media account to a devisee or heir.

RELATING TO ATHLETE AGENTS. Adopts the Revised Uniform Athlete Agents Act. Expands the definition of "athlete agent" to include individuals who, for compensation, serve a student athlete as a financial advisor or business manager. Requires reciprocity for athlete agents who are registered in more than one state. Strengthens requirements for athlete agent contracts. Strengthens requirements under which athlete agents shall notify the student athlete's educational institution. (HB66 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
