RELATING TO THE DIVISION OF CONSUMER ADVOCACY. Requires the Auditor to conduct a comprehensive management audit of the Department of Commerce and Consumer Affairs' Division of Consumer Advocacy.

RELATING TO CONTRACTORS. Prohibits the performance of incidental and supplemental work outside the scope of licensure by a specialty contractor on any project requiring the seal or stamp of a licensed structural engineer. Specifies that the performance of work in certain crafts or trades shall not be considered incidental and supplemental. (HB81 HD1)

RELATING TO HEALTH CARE INSURANCE. Prohibits a health care insurer from requiring an insured diagnosed with stage two cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions. Requires analysis and report by State Auditor to determine if federal ACA provisions or state sunrise analysis requirements have been triggered. (HB216 HD1)

RELATING TO INSURANCE. Amends the existing health insurance mandate to specify that coverage of low-dose mammography includes coverage for digital mammography and breast tomosynthesis. Requires the State Auditor to perform analysis of new benefits to determine if a statutory sunrise analysis requirement and federal requirements to defray costs of new mandate has been triggered. RELATING TO CLINICAL VICTIM SUPPORT SERVICES. Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies. Requires the State Auditor to conduct analysis to determine if benefits rise to the level of triggering impact assessment report or defrayment per ACA. (HB484 HD1)

RELATING TO INSURANCE. Requires the insurance commissioner to establish a working group to examine the potential impacts of requiring real property owners who use online marketplace and hospitality services to lease or rent residential real property as transient accommodations to complete, sign, and file with their property insurers an affidavit regarding fire safety.

RELATING TO MOTOR VEHICLE REGISTRATION. Allows qualified individuals to secure transfer of a vehicle's certificate of vehicle registration and certificate of ownership upon the death of the registered owner or legal owner of a registered motor vehicle without going through probate.

RELATING TO THE BOARD OF PHARMACY. Allows the board of pharmacy to approve pilot and demonstration projects for innovative applications in the practice of pharmacy under certain circumstances. (HB75 HD1)

RELATING TO LIQUOR LAWS. Repeals requirement that there be attached a clear and legible notice, placard, or marker upon the faucet, spigot, or outlet wherefrom the draught beer is drawn. Requires definitions adopted by the counties related to stacking of beer to refer to a standard serving of total volume and beer standard size servings to be limited to forty-four ounces of total volume before a customer at any one time.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
