RELATING TO SERVICE CONTRACTS. Clarifies the allowable scope of service contracts regulated by the Insurance Commissioner to include contracts for certain motor vehicle repair and replacement services.

RELATING TO THE DIVISION OF THE CONSUMER ADVOCATE. Prioritizes the duties of the division of the consumer advocate to proceedings that involve accounting, financing, and utility rates.

RELATING TO MOTOR VEHICLE REPAIRS. Prohibits vehicle insurers from charging insureds an additional fee for repairs made with original equipment manufacturer parts if the vehicle manufacturer recommends original equipment manufacturer parts.

RELATING TO UNATTENDED VEHICLES. Amends the maximum charges imposed for tow truck services.

RELATING TO CONSUMER PROTECTION. Prohibits a merchant from adopting a warranty policy that requires a purchaser to pay an additional fee to obtain a repair, replacement, or refund for goods returned pursuant to the warranty.

RELATING TO SURPLUS LINES. Amends the calculation of surplus lines insurance premium tax to tax the entirety of the premium using the rate established by Hawaii statute regardless of location of risk.

RELATING TO NOTARIAL ACTS. Authorizes notaries public to perform remote notarizations under certain circumstances.

RELATING TO TAXATION. Amends the excise tax rate on large cigars.

RELATING TO THE LANDLORD TENANT CODE. Exempts the residency or occupancy in a structure or on a property directly controlled, owned, or managed by the Department of Agriculture from the Residential Landlord-Tenant Code.

RELATING TO SATELLITE NAVIGATION TECHNOLOGY. Prohibits the sale or offering for sale of location data collected using satellite navigation technology without the explicit consent of the individual who is the primary user of the satellite navigation technology-equipped device.

RELATING TO MOTOR VEHICLES. Changes the assessment of the state fuel tax from a specified cents per gallon to the greater of a specified cents per gallon or a specified percentage of the wholesale price per gallon to the retailer, subject to a minimum monetary amount of tax based upon the tax paid by certain retailers. Subjects biodiesel oil to the same tax rates and reporting requirements as diesel oil.

RELATING TO REGULATORY AUTHORITY OF THE INSURANCE COMMISSIONER. Requires third party administrators to be licensed and regulated by the Insurance Commissioner. Authorizes the Insurance Commissioner to issue targeted variances, waivers, or no-action letters relating to the requirements of chapter 431, Hawaii Revised Statutes.
