RELATING TO AGRICULTURAL ENTERPRISES. Establishes a new agricultural enterprise program within the department of agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture. Establishes the agricultural enterprise special fund. Makes an appropriation. Effective 7/1/2050. (SD2)

RELATING TO AGRICULTURE. Gives the Board of Agriculture authority to decide on a case-by-case basis which entities qualify for a non-agricultural park lease. Establishes certain conditions and qualifications that must be met in order for the Board to deem an entity eligible for a lease. Effective 7/1/2050. Sunsets on 6/30/2024. (SD2)

RELATING TO AGRICULTURE. Expands the definition of "qualified agricultural costs" for the important agricultural land qualified agricultural cost tax credit. Extends through the 2029 taxable year the time in which the Department of Agriculture may certify important agricultural lands qualified agricultural cost tax credits. Effective 7/1/2050. (SD2)

RELATING TO AGRICULTURE. Appropriates funds into and out of the agricultural loan revolving fund for the Department of Agriculture to provide loans to local ranchers and farmers negatively affected by natural disasters. Effective 7/1/2050. (SD2)

RELATING TO IRRIGATION. Transfers operational authority over portions of the east Kauai irrigation system operated and maintained by the east Kauai water users' cooperative as of 7/1/19, to the Department of Agriculture. Establishes staffing positions. Authorizes general obligation bonds for a state irrigation system capital improvement project. Appropriates funds. Effective 7/1/2050. (SD2)
