RELATING TO AGRICULTURE.

Clarifies definition of "qualified agricultural costs."  Extends through the 2029 taxable year the time in which the Department of Agriculture may certify important agricultural lands qualified agricultural cost tax credits.  Applies to taxable years beginning after 12/31/2019.

Establishes linked investments to provide loan funds for agriculture and authorizes the State to invest in linked investments.

RELATING TO NON-GENERAL FUNDS.

Abolishes the Hawaii Department of Agriculture Biocontrol Foreign Exploration special fund and transfers the unencumbered balances to the general fund.

RELATING TO IRRIGATION.

Permits the transfer of operational authority over the portions of the East Kauai irrigation system operated and maintained by the East Kauai Water Users' Cooperative as of 7/1/2019, to the Department of Agriculture upon adoption of rules.  Establishes positions within the Agricultural Resource Management Division.  Authorizes GO bonds.  Makes an appropriation.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
