RELATING TO AGRICULTURAL DISTRICTS. Authorizes recreational athletic venues and cultural activities on existing golf courses within agricultural districts.

Establishes the agricultural housing task force within the office of planning to study existing county and state laws, rules, and processes for construction of housing units within agricultural districts to identify barriers to construction, make recommendations, and propose one master use application process to be applied throughout the State. Makes an appropriation.

RELATING TO STATE LANDS. Requires the Board of Land and Natural Resources, Board of Agriculture, and the Agribusiness Development Corporation to ensure the timely collection of lease payments, track lessees that are in arrears of lease payments, and offer payment plans for lessees in arears. Prohibits land leased by the Agribusiness Development Corporation from being assigned or subleted without corporation approval.

RELATING TO AGRICULTURE. Appropriates funds to establish a foreign agriculture small equipment pilot program to identify efficient agriculture equipment and retrofit engines to meet the United States Environmental Protection Agency's standards.
