RELATING TO NON-GENERAL FUNDS. Abolishes the Hawaii Department of Agriculture Biocontrol Foreign Exploration Special Fund and transfers the unencumbered balances to the general fund. (HB123 HD2)

RELATING TO INVASIVE SPECIES. Clarifies that state, county, and authorized agents have authority to enter private property to control and eradicate invasive species when there is a reasonable suspicion that invasive species are present on the property. (HB201 HD1)

Requires and appropriates funds to the Department of Agriculture to partner with the Hawaii agriculture community to establish a food safety certification training program to assist small to medium sized farms to comply with the United States Department of Agriculture Good Agricultural Practices Certification Program.
