RELATING TO RECYCLING. Mandates implementation of recommendations made by the office of the auditor to the department of health regarding advance disposal fee glass containers and deposit beverage container glass. Requires the department of health to report on its implementation of the recommendations to the legislature. Appropriates funds to the department of health to conduct a cost-benefit analysis of combining the advance disposal fee glass container and deposit beverage container glass processing streams.

RELATING TO NOISE CONTROL. Requires the Department of Health, in collaboration with the Federal Aviation Administration and the Department of Transportation, to conduct a study on the impacts of aviation noise on residents of the State. Appropriates funds to the Department of Health to conduct the study.

RELATING TO CESSPOOLS. Extends various reporting deadlines and the sunset date of the cesspool conversion working group established pursuant to Act 132, Session Laws of Hawaii 2018. Appropriates additional funds for the conduct of the comprehensive statewide study of sewage contamination in nearshore marine areas and for research and technical assistance necessary for completion of the comprehensive cesspool conversion plan.

RELATING TO WATER QUALITY MONITORING. Appropriates funds for an additional full-time Environmental Health Specialist IV position within the Department of Health to monitor water quality on the island of Hawaii.

RELATING TO COUNTY LAND USE REQUIREMENTS. Requires public notice of sale of agricultural property in a planned community association within 90 days of subdivision and sale. Prohibits any residential use for any period of structures on agricultural and preservation land. Allows for county enforcement of state and county requirements on subdivided agricultural land based on community reports of suspected violations. Permits consideration of infrastructure and environmental impacts on applications for condominium projects on agricultural land. Applies to counties with a population of at least 750,000.
