RELATING TO ENVIRONMENTAL PROTECTION. Requires counties to collect and dispose plastic marine debris and to report to the legislature. Appropriates funds.

RELATING TO LAND DEVELOPMENT. Requires the Department of Land and Natural Resources to allocate ten percent of revenues collected from commercial properties within the Banyan Drive redevelopment area to the Banyan Drive Hawaii Redevelopment Agency. Appropriates funds to the Agency for conducting environmental impact and other studies that are necessary to complete the Agency's redevelopment plan for the Banyan Drive redevelopment area. Requires matching funds from the County of Hawaii.

RELATING TO URBAN AGRICULTURE. Requires the counties to incorporate urban agriculture principles and policies in land use planning.

RELATING TO PLANNING. Requires the State and counties to incorporate predictions of sea level rise and other climate change hazards and mitigation opportunities into applicable plans, strategies, and mapping. Requires the public utilities commission to consider the findings in the Hawaii Sea Level Rise Vulnerability and Adaptation Report. Requires each county to participate in the community rating system developed by the National Flood Insurance Program.
