Sir:

 

     Your Committee on Human Services & Homelessness, to which was referred S.C.R. No. 8 entitled:

 

"SENATE CONCURRENT RESOLUTION URGING THE HAWAII STATE DEPARTMENT OF THE ATTORNEY GENERAL TO CONDUCT A STATEWIDE INVESTIGATION OF SEXUAL ABUSE OF MINORS IN THE STATE OF HAWAII BY CLERGY OF THE ROMAN CATHOLIC CHURCH,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the Hawai'i State Department of the Attorney General to conduct a statewide investigation of sexual abuse of minors in the State of Hawaii by clergy of the Roman Catholic Church.

 

     Your Committee received testimony in support of this measure from LGBT Caucus of the Democratic Party of Hawaii, Rainbow Family 808, Oahu County Democrats Legislative Priorities Committee, The Sex Abuse Treatment Center of Kapiolani Medical Center for Women and Children, and several individuals.  

 

     Your Committee has amended this measure by:

 

  (1) Changing the title to read as "URGING THE HAWAII STATE     DEPARTMENT OF THE ATTORNEY GENERAL TO CONDUCT A STATEWIDE  INVESTIGATION OF SEXUAL ABUSE OF MINORS IN THE STATE OF HAWAII BY CLERGY OF THE ROMAN CATHOLIC CHURCH AND ANY OTHER CHURCH OR INSTITUTION WITH ALLEGATIONS OF SEXUAL ABUSE OF MINORS."

 

(2) Changing the purpose to include investigation of any other church or institution with allegations of sexual abuse of minors.

 

     As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 8, as amended herein, and recommends that it be referred to your Committee on Judiciary in the form attached hereto as S.C.R. No. 8, H.D. 1.
