     Your Committee on Finance, to which was referred H.B. No. 654, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HEALTH,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds to the University of Hawaii Cancer Center to determine whether the State has the highest incidence in the country of liver and bile duct cancer due to liver fluke infection, aflatoxin ingestion, or intrahepatic bile duct dilation.

 

     The Department of Health, American Cancer Society Cancer Action Network, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, and many individuals submitted testimony in support of this measure.  Hawaii Health & Harm Reduction Center and an individual submitted testimony in opposition.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 654, H.D. 1, and recommends that it pass Third Reading.
