     Your Committee on Finance, to which was referred H.B. No. 560, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY TRAINING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to help meet the State's clean energy goals by creating a University of Hawaii program to provide training to county officers and employees responsible for permitting, inspecting, licensing, approving, and otherwise working with energy systems and related technology.

 

     The Hawaii State Fire Council, Honolulu Fire Department, Kauai Fire Department, Maui Fire Department, Hawaii County Fire Department, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Blue Planet Foundation, Organizing for Action, and Ulupono Initiative provided testimony in support of this measure.  The Department of Business, Economic Development and Tourism and University of Hawaii System provided comments.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 560, H.D. 1, and recommends that it pass Third Reading.
