     Your Committee on Consumer Protection & Commerce, to which was referred H.B. No. 556, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY EFFICIENCY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Business, Economic Development & Tourism (DBEDT) to adopt state appliance efficiency standards to protect consumers and help the State meet its clean energy and climate mitigation targets.

 

     DBEDT, California Energy Commission, Consumer Federation of America, Young Democrats of Hawaii, American Council for an Energy-Efficient Economy, Hawaii Energy, Elemental Excelerator, Blue Planet Foundation, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, and an individual testified in support of this measure.  The Association of Home Appliance Manufacturers and Consumer Technology Association opposed this measure.  The Public Utilities Commission, Plumbing Manufacturers International, and Gary Klein and Associates, Inc. provided comments on this measure.

 

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 556, H.D. 1, and recommends that it pass Third Reading.
