Sir:

 

     Your Committees on Energy & Environmental Protection and Economic Development & Business, to which was referred H.B. No. 556 entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY EFFICIENCY,"

 

beg leave to report as follows:

 

     The purpose of this measure is to require the Department of Business, Economic Development, and Tourism to adopt state appliance efficiency standards.

 

     The California Energy Commission, Hawaii Energy Program, Natural Resources Defense Council, Consumer Federation of America, American Council for an Energy-Efficient Economy, Elemental Excelerator, Environment America, Blue Planet Foundation, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, and a few individuals supported this measure.  The Association of Home Appliance Manufacturers and Consumer Technology Association opposed this measure.  The Department of Business, Economic Development & Tourism and Appliance Standards Awareness Project provided comments.

 

     Your Committees have amended this measure by:

 

     (1)  Changing its effective date to July 1, 2100, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     As affirmed by the records of votes of the members of your Committees on Energy & Environmental Protection and Economic Development & Business that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 556, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 556, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
