Sir:

 

     Your Committee on Health, to which was referred H.B. No. 1566 entitled:

 

"A BILL FOR AN ACT RELATING TO PRESCRIPTIVE AUTHORITY FOR CERTAIN CLINICAL PSYCHOLOGISTS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the Board of Psychology to grant prescriptive authority to prescribing psychologists who meet specific education, training, and registration requirements.

 

     Mental Health America of Hawaii, Hawaii Psychological Association, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, and numerous concerned individuals supported this measure.  The American Psychiatric Association, Hawaii Medical Association, American Osteopathic Association, Hawaii Association of Osteopathic Physicians and Surgeons, Hawaii Psychiatric Medical Association, and many concerned individuals opposed this measure.  The Board of Psychology provided comments.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 2050, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1566, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1566, H.D. 1, and be referred to your Committees on Consumer Protection & Commerce and Judiciary.
