Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.B. No. 125 entitled:

"A BILL FOR AN ACT RELATING TO NON-GENERAL FUNDS,"

begs leave to report as follows:

The purpose of this measure is to repeal and abolish various non-general funds and accounts of the Department of Land and Natural Resources and transfer the unencumbered balances to the general fund.

The Sierra Club of Hawai‘i and The Nature Conservancy opposed this measure. The Department of Land and Natural Resources and Tax Foundation of Hawaii provided comments on this measure.

As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and

purpose of H.B. No. 125 and recommends that it pass Second Reading and be referred to your Committee on Finance.
