Sir:

 

     Your Committee on Transportation, to which was referred H.B. No. 1165 entitled:

 

"A BILL FOR AN ACT RELATING TO GENDER IDENTIFICATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to expand gender options that are displayed on a driver's license and state identification card to more accurately represent transgender and non-binary individuals.

 

     The Department of Transportation, Hawaii State Commission on the Status of Women, LGBT Caucus of the Democratic Party of Hawaii, Hawaii Queer/Transgender Community Alliance, GLSEN-Hawaii, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Pacific Survivor Center, Residential Youth Services & Empowerment, and several individuals testified in support of this measure.  Two individuals testified in opposition to this measure.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 2050, to promote further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1165, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1165, H.D. 1, and be referred to your Committee on Judiciary.
