Sir:

 

     Your Committee on Intrastate Commerce, to which was referred H.B. No. 1147 entitled:

 

"A BILL FOR AN ACT RELATING TO INTIMATE PARTNER VIOLENCE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require barber, beauty operator, and instructor licensees under the Board of Barbering and Cosmetology to complete a one-time, one-hour training program on intimate partner violence awareness and education.

 

     The Hawaii State Commission on the Status of Women, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Midwives Alliance of Hawaii, Planned Parenthood Votes Northwest and Hawaii, American Association of University Women of Hawaii, Hawaii State Coalition Against Domestic Violence, Hawaii Women's Coalition, and a few concerned individuals testified in support of this measure.  The Board of Barbering and Cosmetology provided comments on this measure.

 

Your Committee has amended this measure by:

 

     (1)  Clarifying that the training program on intimate partner violence awareness and education may be administered electronically;

 

     (2)  Changing its effective date to July 1, 3000; and

 

     (3)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Intrastate Commerce that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1147, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1147, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
