Sir:

 

     Your Committee on Tourism & International Affairs, to which was referred H.B. No. 1072 entitled:

 

"A BILL FOR AN ACT RELATING TO THE FESTIVAL OF THE PACIFIC ARTS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate $5,000,000 for the Temporary Commission on the Thirteenth Festival of Pacific Arts (Temporary Commission) to plan for the Festival of Pacific Arts scheduled to be held in Honolulu from June 11 to 27, 2020.

 

     The Department of Business, Economic Development & Tourism (DBEDT), Hawaii Tourism Authority, Kamehameha Schools, Bishop Museum, Muolaulani Hālau Hula Ka Noeau, Ke One O Kākuhihewa, Democratic Party of Hawaii Hawaiian Affairs Caucus, Royal Hawaiian Center, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Prince Resorts Hawaii, The Association of Hawaiian Civic Clubs, Prince Kūhiō Hawaiian Civic Club, Hale O Nā Alii O Hawaii, Pacific Islanders in Communications, Hawaii Lodging & Tourism Association, Kalihi Palama Hawaiian Civic Club, Ulana Me Ka Lokomaikai, Hālau Mōhala Ilima, Hikaalani, Hālau Nā Kamalei o Līlīlehua, PAI Foundation, and many concerned individuals supported this measure.

 

     Your Committee has amended this measure by:

 

     (1)  Appropriating an unspecified amount of funds to the Temporary Commission, provided that DBEDT actively oversee the activities of the Temporary Commission;

 

     (2)  Changing its effective date to July 1, 2099, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     Your Committee respectfully requests that your Committee on Finance consider appropriating $5,000,000 for the Temporary Commission to plan for the Festival of Pacific Arts scheduled to be held in Honolulu from June 11 to 27, 2020.

 

     As affirmed by the record of votes of the members of your Committee on Tourism & International Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1072, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1072, H.D. 1, and be referred to your Committee on Finance.
