     Your Committee on Finance, to which was referred H.B. No. 1068, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HEEIA STATE PARK,"

 

begs leave to report as follows:

 

     The purpose of this measure is to support the designation of Heeia Estuary as a National Estuarine Research Reserve by appropriating funds for the Heeia State Park Community-Based Long-Range Plan and Heeia National Estuarine Research Reserve System Education Center.

 

     The University of Hawaii System; The Nature Conservancy of Hawaii; Koolaupoko Hawaiian Civic Club; Koolau Foundation; Heeia National Estuarine Research Reserve; Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii; and Aha Moku Advisory Committee submitted testimony in support of this measure.  The Center for Hawaiian Sovereignty Studies submitted testimony in opposition to this measure.  The Department of Land and Natural Resources offered comments on this measure.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1068, H.D. 1, and recommends that it pass Third Reading.
