Sir:

 

     Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.B. No. 1068 entitled:

 

"A BILL FOR AN ACT RELATING TO HEEIA STATE PARK,"

 

begs leave to report as follows:

 

     The purpose of this measure is to support the nomination of Heeia estuary as a national estuarine research reserve by appropriating funds to:

 

     (1)  Develop a Heeia state park community-based long-range plan; and

 

     (2)  Develop the Heeia National Estuarine Research Reserve System education center.

 

     The Nature Conservancy of Hawaii, Heeia National Estuarine Research Reserve, Koolau Foundation, Koolaupoko Hawaiian Civic Club, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, and one individual testified in support of this measure.  The Center for Hawaiian Sovereignty Studies testified in opposition to this measure.  The Department of Land and Natural Resources provided comments.

     Your Committee has amended this measure by:

 

     (1)  Changing the appropriation amounts for the development of the Heeia State Park community-based long-range plan and education center to unspecified amounts; and

 

     (2)  Changing the effective date to July 1, 2050, to promote further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1068, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1068, H.D. 1, and be referred to your Committee on Finance.
