SENATE RESOLUTION
requesting the PRESIDENT OF THE SENATE AND SPEAKER OF THE HOUSE Of REPRESENTATIVES to convene a joint legislative task force to determine design solutions and safety features to enhance pedestrian safety on state and county roads.
WHEREAS, Hawaii topped the nation for increase in pedestrian fatalities; and
WHEREAS, the Department of Transportation reported that pedestrian fatalities in 2018 increased by over five hundred percent and that a total of forty-four pedestrians were killed in crashes statewide; and
WHEREAS, by comparison, thirty-eight people who were occupants of vehicles died statewide in 2018; and
WHEREAS, state and county roads have been redesigned into complete streets, which are designed and operated to enable safe access for all users, including pedestrians, bicyclists, motorists, and transit riders; and
WHEREAS, Hawaii's road system needs to integrate multi-modal forms of transportation; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the President of the Senate and Speaker of the House of Representatives are requested to convene a joint legislative task force to determine design solutions and safety features to enhance pedestrian safety on state and county roads; and
BE IT FURTHER RESOLVED that the task force is requested to include the following members;
(1) Two members appointed by the President of the Senate; and
(2) Two members appointed by the Speaker of the House of Representatives; and
BE IT FURTHER RESOLVED that the President of the Senate and Speaker of the House of Representatives are requested to submit a report of the task force's findings and recommendations, including any proposed legislation and construction practices, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the Senate and Speaker of the House of Representatives.
