SENATE CONCURRENT
RESOLUTION
requesting public water and sewer utilities to consider the disruption to traffic and transportation as a criterion in planning future maintenance.
WHEREAS, water main breaks have caused road and lane closures that result in traffic congestion; and
WHEREAS, the Board of Water Supply responded to three hundred twenty-six water main breaks during the 2016 fiscal year; and
WHEREAS, more than one thousand five hundred water main breaks were reported from 2012 to 2017; and
WHEREAS, traffic mitigation efforts to alleviate the flow of traffic are often not done properly and interrupt daily commutes; and
WHEREAS, because water main breaks will continue to occur and cause future traffic that disrupts commutes, the disruption to traffic and transportation should be considered when prioritizing maintenance and upkeep to infrastructure; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the House of Representatives concurring, that public water and sewer utilities are requested to consider the disruption to traffic and transportation as a criterion in planning future maintenance; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Manager and Chief Engineer of the Honolulu Board of Water Supply, Director of the Department of Water Supply for the County of Maui, Manager and Chief Engineer of the Department of Water for the County of Kauai, and Manager and Chief Engineer of the Department of Water Supply for the County of Hawaii.
