SENATE CONCURRENT
RESOLUTION
URGING the police departments of EACH COUNTY to adopt new FIREWORKS DETECTION technologies to enforce fireworks laws.
WHEREAS, the people of the State deserve to live in peace and security, without the public safety risks, health hazards, and disruptive impacts of illegal fireworks; and
WHEREAS, the use of illegal fireworks poses major safety risks, including the risk of large fires that may threaten lives, homes, businesses, and fragile native ecosystems; and
WHEREAS, fireworks also emit large quantities of smoke that can pose health risks and make breathing difficult, especially for those with preexisting respiratory issues; and
WHEREAS, illegal fireworks may also unnecessarily exacerbate post-traumatic stress in the State's veterans; and
WHEREAS, despite numerous laws and ordinances attempting to address the issue of illegal fireworks, their use continues because county police often have a difficult time enforcing existing laws; and
WHEREAS, new technologies allow law enforcement officers to instantly detect and locate the explosion of a firework; and
WHEREAS, these products were originally introduced to assist law enforcement in detecting gunshots, but could be adapted to assist police departments in the enforcement of fireworks laws; and
WHEREAS, ShotSpotter is one such product that is currently being used by over ninety cities nationwide; and
WHEREAS, by informing police almost instantaneously where illicit fireworks are being set off, these technologies will better equip county police to enforce fireworks laws; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the House of Representatives concurring, that the Honolulu Police Department, Hawaii County Police Department, Kauai County Police Department, and Maui County Police Department are respectfully urged to adopt products that can instantly detect and locate the use of fireworks to assist in the enforcement of the State's fireworks laws; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the mayor of each county, the chair of each county council, and the chief of police of each county police department.
