A BILL FOR AN ACT

 

 

RELATING TO HEALTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  There are twenty-eight thousand people in Hawaii who are at least sixty-five years old and suffering from Alzheimer's disease.  The expenditure of $207,000,000 in 2018 for medicaid is expected to increase by 35.5 per cent by 2025, with a per capita expenditure of $17,617 for medicare spending for people with Alzheimer's disease and other dementia.

The position of Alzheimer's disease and related dementia services coordinator was established within the executive office on aging by Act 214, Session Laws of Hawaii 2013.  The coordinator is tasked with coordinating the provision of public and private Alzheimer's disease and related dementia services.

     The purpose of this Act is to appropriate funds for:

     (1)  One full-time equivalent (1.0 FTE) program specialist IV position in the executive office on aging to coordinate the provision of public and private Alzheimer's disease and related dementia services and update the state plan on Alzheimer's disease and related dementias; and

     (2)  The executive office on aging to contract with the college of tropical agriculture and human resources at the University of Hawaii at Manoa or hire a consultant to update the Alzheimer's disease and related dementias state plan and devise strategies for service coordination.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the establishment of one full-time equivalent (1.0 FTE) program specialist IV position in the executive office on aging within the department of health to coordinate the provision of public and private Alzheimer's disease and related dementia services and update the state plan on Alzheimer's disease and related dementias.

The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to contract with the college of tropical agriculture and human resources at the University of Hawaii at Manoa or hire a consultant to update the Alzheimer's disease and related dementias state plan and devise strategies for service coordination.

     The sums appropriated shall be expended by the executive office on aging for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2050.
