A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twentieth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $226,550,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the twentieth senatorial district, as follows:
Design and construction for air conditioning for entire school.
Design $500,000
Construction $4,500,000
Total funding $5,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. East Kapolei elementary school
Construction for a new elementary school.
Construction $61,000,000
Total funding $61,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. East Kapolei high school
Design for a new high school.
Design $8,000,000
Total funding $8,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. East Kapolei middle school
Design, construction, and equipment for a new school, phase 3.
Design $100,000
Construction $44,900,000
Equipment $500,000
Total funding $45,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Kapolei middle school
Design and construction for a shelter in place for library, buildings A, C, E, F, G, H, and I.
Design $150,000
Construction $1,600,000
Total funding $1,750,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Kapolei middle school
Design and construction for restrooms for portables.
Design $100,000
Construction $750,000
Total funding $850,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Kapolei high school
Design and construction for a shelter in place for administration, buildings B, D, G, and H.
Design $200,000
Construction $1,300,000
Total funding $1,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Kapolei high school
Design and construction for restrooms for portables.
Design $100,000
Construction $750,000
Total funding $850,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Kapolei high school
Design, construction, and equipment for a new classroom building.
Design $2,000,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Makakilo elementary school
Design and construction for air conditioning for the entire school.

The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Mauka Lani elementary school
Design and construction for air conditioning for the entire school.

12. Waipahu intermediate school
Design and construction for air conditioning for the entire school.

13. Waipahu intermediate school
Design and construction for multi-purpose play courts.
Design $300,000

14. Waipahu intermediate school
Design, construction, and equipment for a new classroom building.

The sum appropriated for this capital improvement project shall be expended by the department of education.
15. Fort Barrette road improvements
Construction for Fort Barrette road improvements; vicinity of Roosevelt Avenue to vicinity of Farrington highway, Oahu.

The sum appropriated for this capital improvement project shall be expended by the department of transportation.
16. Kalaeloa Enterprise street lighting project; Kalaeloa, Oahu
Design and construction for Kalaeloa Enterprise street lighting project; Kalaeloa, Oahu.

Construction $1,600,000
Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the Hawaii community development authority.
17. Kalaeloa improvement district project; Kalaeloa, Oahu
Plans and design for Kalaeloa improvement district project; Kalaeloa, Oahu.
Plans $500,000
Design $2,000,000
Total funding $2,500,000
The sum appropriated for this capital improvement project shall be expended by the Hawaii community development authority.
18. Villages of Kapolei road infrastructure rehabilitation and dedication
Design and construction for villages of Kapolei road infrastructure rehabilitation and dedication - phase 1, Oahu.
Design $400,000
Construction $3,600,000
Total funding $4,000,000
The sum appropriated for this capital improvement project shall be expended by the Hawaii housing finance and development corporation.
19. University of Hawaii West Oahu
Plans, design, construction, and equipment for renewing, improving, and modernizing University of Hawaii West Oahu.

Design $2,000
Construction $1,994,000
Equipment $2,000
Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2019.
