A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Seventh SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The seventh senatorial district encompasses the islands of Moloka‘i, Lāna‘i, and Kaho‘olawe, as well as Hāna, east and upcountry Maui all the way to Kahului Airport. This is one of the "canoe" districts; as such, each island area has vastly different capital improvement project needs.
The purpose of this Act is to appropriate funds for capital improvement projects in the seventh senatorial district.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $662,200,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the seventh senatorial district, as follows:
1. Hāna Courthouse Repair and Restoration
Plans, design, and construction for infrastructure, facility and structural improvements, and repairs and other related improvements to ensure public health and safety.

SECTION 3. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2019.
