A BILL FOR AN ACT

 

 

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  (a)  The auditor shall conduct a financial audit of the agribusiness development corporation established pursuant to chapter 163D, Hawaii Revised Statutes.  The financial audit shall include all agribusiness development corporation financial statements from fiscal years ending June 30, 2019, June 30, 2020, and June 30, 2021.

     (b)  The auditor shall submit a report to the legislature of findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the regular session of 2022.

     SECTION 2.  (a)  The department of agriculture shall conduct a management audit of the agribusiness development corporation established pursuant to chapter 163D, Hawaii Revised Statutes.  The department of agriculture, pursuant to section 141-1(3), Hawaii Revised Statutes, may enter into a contract, cooperative agreement, or other transaction to effectuate the purposes of this Act.

     (b)  The chairperson of the board of agriculture shall submit a report to the legislature of findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the regular session of 2022.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for a financial audit of the agribusiness development corporation.

     The sums appropriated shall be expended by the auditor for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for a management audit of the agribusiness development corporation.

     The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2050.
