A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twenty-fifth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $49,240,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the twenty-fifth senatorial district, as follows:
Design, construction, and equipment for performing arts and media presentation center.
Design $1,500,000
Construction $30,900,000
Equipment $100,000
Total funding $32,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Kaohao public conversion charter school
Design, construction, and equipment for cafetorium.
Design $600,000
Construction $11,700,000
Equipment $100,000
Total funding $12,400,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Kawainui marsh
Plans, design, and construction for streamflow restoration from Kawainui marsh to Kawainui stream.
Plans $220,000
Design $220,000
Construction $800,000
Total funding $1,240,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
4. Maunawili-Kawainui watershed
Construction for Maunawili-Kawainui watershed improvements.
Construction $500,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
5. Trails within the twenty-fifth senatorial district
Construction for maintenance and improvements.
Construction $1,800,000
Total funding $1,800,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
6. Roads and highways within the twenty-fifth senatorial district
Construction for installation of sensor-activated flashing lights at highly used and especially dangerous crosswalks.
Construction $800,000
Total funding $800,000
The sum appropriated for this capital improvement project shall be expended by the department of transportation.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2019.
