A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE SEventh REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2019-2020:

     1.   To be expended by the department of agriculture:

     A.   Kona agricultural park, Hawaii

          Plans, design, and construction to connect the R-1 county water lines to the park; ground and site improvements; and equipment and appurtenances.

     2.   To be expended by the department of education:

     A.   Kanu o ka Aina new century public charter school, Hawaii

          Plans, design, and construction for the completion of a certified commercial kitchen space within a multi-purpose building; ground and site improvements; and equipment and appurtenances

     B.   Kohala elementary school, Hawaii

          Design and construction to install ceiling fans in priority buildings; ground and site improvements; and equipment and appurtenances.

     C.   Kohala middle school, Hawaii

          Design and construction to upgrade the fire alarm system; ground and site improvements; and equipment and appurtenances.

          Design and construction to reroof and install new gutters on priority buildings; ground and site improvements; and equipment and appurtenances.

          Design and construction to install air conditioning systems in the new classroom buildings; ground and site improvements; and equipment and appurtenances.

     H.   Waimea elementary and Waimea middle public conversion charter schools, Hawaii

     I.   Waimea middle public conversion charter school, Hawaii

          Design, construction, and equipment to secure the STEM learning center entryways from wind and rain exposure and flooding including installing exterior lighting to ensure safe building access; ground and site improvements; and equipment and appurtenances.

     3.   To be expended by the department of health:

     A.   Puako wastewater collection system, Hawaii

          Plans and design for a new wastewater collection system; and ground and site improvements.

     4.   To be expended by the department of land and natural resources:

     A.   North Kona game management habitat, Hawaii

          Construction for a 92-acre fence on the cone at Puu Waawaa forest reserve to protect two native endangered plant species, and mitigate for the loss of ten or more additional native endangered plant species, which would enhance game mammal populations and provide for improved hunting opportunities; ground and site improvements; and equipment and appurtenances.

     B.   Pololu trailhead and lookout area, Hawaii

          Plans and design for a parking mitigation plan including a parking area and restroom facilities; ground and site improvements; and equipment and appurtenances.

     C.   Puu O Umi watershed, Hawaii

          Plans, land acquisition, design, construction, and equipment to protect and restore forested watersheds and other water supplies at the natural area reserve; ground and site improvements; and equipment and appurtenances.

     D.   Puu Waawaa forest reserve, Hawaii

     E.   West Hawaii division of forestry and wildlife baseyard, Hawaii

     5.   To be expended by the department of transportation:

     A.   Daniel K. Inouye highway, Hawaii

          Land acquisition and construction for a new roadway or realignment, or both, to extend the highway from the Hilo terminus to the Queen Kaahumanu highway; ground and site improvements; and equipment and appurtenances.

     6.   To be expended by the university of Hawaii:

     A.   Puako marine education center, Hawaii

          Design and construction for phase one of the project; and ground and site improvements.

     SECTION 2.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2019.
