A BILL FOR AN ACT
Relating to vocational and technical education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, part II, subpart C, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Career
and technology center program. (a)
The department shall establish and administer a
career and technology center program for high school students. The program shall include career and
technology centers established as follows:
(1) Four on the island of Oahu;
(2) Two on the island of Hawaii;
(3) One each on the islands of Maui and Kauai;
and
(4) One auxiliary center each on the islands of Molokai
and
Lanai.
(b) For purpose of this section:
"Auxiliary
Center" means a program at high school that provides courses in at least
one of the areas offered by career and technology centers established pursuant
to this section.
"Career
and technology center" means a vocational high school program that:
(1) Each student attends for half of each
school day;
provided
that the student spends the other half of
each
school day in academic studies at the students
high
school; and
(2) Provides courses in areas such as:
(A) Arts or graphic communication, which may
include
commercial
art and graphic design;
(B) Construction, which may include carpentry
and
electrical;
occupations;
(C) Health services, which may include dental
occupations
and health science technology;
(D) Hospitality, which may include culinary
arts;
(E) Information technology, which may include
computer
information systems;
(F) Manufacturing, which may include metal
technology;
(G) Personal services, which may include
cosmetology
and
protective services; and
(H) Transportation, which may include automotive
technology
and collision repair.
(c) Funding for the program shall be made
available pursuant to the weighted student formula established in section
302A-1303.6.
(d) The department shall adopt rules pursuant to
chapter 91 to implement this section."
SECTION 2. The department of education shall submit a report to the legislature no later than twenty days prior to the convening of the regular session of 2019 on the development and implementation of the career and technology center program.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
