RELATING TO UNCLAIMED LIFE INSURANCE BENEFITS.

Adopts the National Conference of Insurance Legislators' Model Unclaimed Life Insurance Benefits Act, which requires life insurers to conduct database searches using the federal Social Security Administration's death master file or similar database to determine whether an insured has died.  Requires life insurers to use good faith efforts to locate any beneficiaries to a policy, contract, or retained asset account.  Authorizes the insurance commissioner to use discretion to limit, exempt, or phase-in compliance with requirements under certain circumstances.  Effective 1/1/2019.  (SD2)

RELATING TO THE GENERAL EXCISE TAX.

Prohibits private detectives and guards from self-identifying as law enforcement officers, police, or police officers and from wearing or using any badge, uniform, equipment, vehicle, or other accoutrement capable of being associated with that of a law enforcement officer employed by a government law enforcement organization.  Requires review and approval of any badge, uniform, equipment, vehicle, or other accoutrement to be used by private detectives or guards by the board of private detectives and guards.

RELATING TO PUBLIC ACCOUNTANCY.

Specifies who may be granted a temporary permit to practice public accountancy.  Specifies the requirements that must be met prior to obtaining a temporary permit to practice.  Requires a person to obtain a temporary permit to practice from the board of public accountancy prior to commencing public accountancy services in Hawaii.  Specifies a time frame for the temporary permit to practice.  Requires persons granted a temporary permit to practice to consent to and certify various obligations, including being under the authority of the board of public accountancy and paying all applicable taxes to the State.  Makes conforming amendments to the laws relating to public accountancy.  Takes effect on 1/1/2019.  (SD1)

Establishes penalties and fines for any person who knowingly captures, takes, possesses, abuses, or entangles any shark, whether alive or dead, or kills any shark, within state marine waters and makes it a misdemeanor.  Expands the existing prohibition on knowingly capturing or killing a manta ray to all rays.  Expands the prohibition regarding rays to cover knowingly capturing, taking, possessing, abusing, or entangling a ray, whether alive or dead, or killing a ray, within state marine waters.  Provides certain exemptions.  Effective 7/1/2050.  (SD2)

Amends the offense of abuse of family or household members to provide for felony, misdemeanor, and petty misdemeanor penalties.  Expands the family court's jurisdiction over cases involving harassment of a family or household member.  Allows the granting of a deferred acceptance of guilty or no contest plea in cases involving misdemeanor abuse of a family or household member in the second degree.  Requires that no-contact and stay-away orders issued in criminal cases involving abuse of a family or household member or non-physical forms of harassment of a family or household member be converted by the court to a new protective order that shall remain in effect for a fixed reasonable period as the court deems appropriate, unless the victim or witness requests otherwise; provided that a hearing on the issue is held and certain requirements are met.  Takes effect on 1/1/2050.  (SD2)

Clarifies that certain types of remuneration received by an owner of private property who in good faith provides emergency access to land, shelter, or subsistence during a disaster shall not disqualify the owner from receiving the exemption provided under section 663-10.7, HRS, from civil liability for any resulting injury or damage.  Requires the owners of buildings open to the public to provide shelter to visiting members of the public in cases of emergency or disaster.  Requires the owners of buildings open to the public to inform the appropriate county emergency management agency of the designated shelter area.  Provides immunity from civil liability for owners of buildings open to the public who provide shelter to visiting members of the public in cases of emergency or disaster.  Effective 7/1/2050.  (SD1)

Establishes requirements for pharmacy benefit managers and maximum allowable cost, including the ability of pharmacies to receive comprehensive maximum allowable cost lists and bring complaints within the purview of the Department of Commerce and Consumer Affairs, rather than the Department of Health.  Requires pharmacy benefit managers to disclose where an equivalent drug can be obtained at or below the maximum allowable cost when a maximum allowable cost is upheld on appeal.  Allows contracting pharmacies to reverse and rebill claims if the pharmacy benefit manager establishes a maximum allowable cost that is denied on appeal and is required to pay the difference to the contracting pharmacies.  Clarifies the available penalties for violations of maximum allowable cost requirements.  Removes requirement that prohibits a contracting pharmacy from disclosing the maximum allowable cost list and related information to any third party.  Effective 7/1/2050.  (SD2)
