RELATING TO PUBLICATION OF ELECTION NOTICES. Provides that whenever an election officer is required to issue a public notice in a statewide or county publication, the publication requirement is satisfied upon the submission of the notice to the publication, provided that the notice is also posted on the website associated with the election officer.

RELATING TO HEALTH. Amends the definition of "quality assurance committee" to include committees established by long-term care facilities, skilled nursing facilities, assisted living facilities, home care agencies, hospices, and authorized state agencies. Allows for the creation of a quality assurance committee outside of a single health plan or hospital.

RELATING TO MORTGAGE SERVICERS. Augments the Commissioner of Financial Institutions ability to adapt chapter 454M, Hawaii Revised Statutes, requirements as reasonably necessary to use in NMLS. Authorizes the commissioner to enter into consent orders, and to issue cease and desist orders for chapter violations by licensees and unlicensed persons.

RELATING TO FERAL CATS. Appropriates funds to the Department of Health to enable it to contract with eligible non-profit or charitable organizations, private entities, or public entities to trap, neuter or spay, and release feral cats to the location where they were originally trapped.

RELATING TO ENERGY EFFICIENCY. Further restricts the criteria for variances from the requirement that all new single-family homes utilize solar water heating.

RELATING TO STATE SELF-INSURANCE AGAINST PROPERTY AND CASUALTY RISKS. Establishes a special fund to provide the State with self-insurance against the State's property and casualty risks. Appropriates moneys. (HB2603 HD1)
