RELATING TO IMPORTANT AGRICULTURAL LANDS.

Implements Act 183, SLH 2005, in accordance with the State's constitutional duty to protect important agricultural lands by providing funds to the counties for the identification and mapping of important agricultural lands.

RELATING TO HEALTH.

Establishes penalties for the misbranding of fish or fish products that results in consumer illness.  Creates the Fish Misbranding Special Fund.  Authorizes the Director of Health to prohibit the sale of fish or fish products deemed to be a credible health concern.

RELATING TO IRRIGATION.

Authorizes the issuance of general obligation bonds and appropriates funds to finance capital improvements to the Waiahole Irrigation System.

RELATING TO ATHLETIC TRAINERS.

Makes permanent the regulation of athletic trainers.  Clarifies that an individual who accompanies an athlete or team of athletes into this State for a temporary period is not required to possess a valid license, registration, or certification from another jurisdiction if that jurisdiction does not regulate athletic trainers.

RELATING TO LIFEGUARDS.

Appropriates $1,000,000 to the Department of Land and Natural Resources to hire lifeguards to monitor state and county beach parks.

RELATING TO AGRICULTURE.

Appropriates funds to the department of labor and industrial relations for the K-12 agriculture workforce development pipeline initiative.

RELATING TO LAW ENFORCEMENT.

Establishes an enforcement division in the Department of the Attorney General.  Transfers to the Department of the Attorney General enforcement division the law enforcement activities of the Department of Land and Natural Resources, Division of Conservation and Resources Enforcement; the Department of Public Safety state law enforcement officers and the narcotics enforcement division; and the Department of Transportation harbors division.  Repeals the sunset of Act 116, SLH 2013, as amended by section 4 of Act 101, SLH 2015.  Effective 7/1/2019.

RELATING TO THE STATE CAPITOL.

Directs DAGS to work with PSD and others to plan and implement security improvements at the state capitol.  Requires DAGS to reassign use of certain parking stalls within the state capitol area.  Appropriates funds to DAGS and PSD.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires certain private streets, highways, or thoroughfares in a development district of the HCDA to conform to county construction and maintenance standards.  Requires owners of private streets, highways, or thoroughfares in a development district to be responsible for the costs of conforming and maintaining the private roads to county standards.  Authorizes private civil injunctive actions in the circuit courts to enforce compliance.  Repeal on 6/30/2023.

RELATING TO MOTOR VEHICLE INDUSTRY LICENSING ACT.

Allows a holder of a license to engage in the same business at another motor vehicle dealer location affiliated by common ownership.  Authorizes the Motor Vehicle Industry Licensing Board to revoke, suspend, fine, or deny a license if a dealer is not compensated in the event of a recall in the absence of remedies or available parts.  Clarifies existing and adds new rights and obligations among dealers, manufacturers, and distributors.

RELATING TO AFFORDABLE HOUSING.

Establishes a new chapter for rent stabilization.  Enumerates unlawful actions, details the process for calculating the maximum monthly rent and yearly increases and surcharges for dwelling units under the jurisdiction of the chapter, and provides for remedies for violations of this chapter.

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.

Requires the Department of Agriculture to create a farmers' market dollar-for-dollar matching program for beneficiaries of the Supplemental Nutrition Assistance Program.
