HB2160	RELATING TO INCARCERATED PARENTS. Requires the establishment of a pilot visitation center or centers for children of incarcerated parents in correctional facilities in the State and a plan for visitation centers at all state operated correctional facilities. Requires parties who protest the award of a contract to pay attorney fees and costs resulting from the delay of the contract if the Department of Commerce and Consumer Affairs upholds the Chief Procurement Officer's decision denying the protest. HB2177	RELATING TO HIGHWAY BEAUTIFICATION. Makes the motor vehicle registration fee for U-drive motor vehicles consistent with the fee for all other motor vehicles. Makes any county ordinance that increases a motor vehicle registration fee applicable to U-drive vehicles.	TRN, FIN
HB2178	RELATING TO PROCUREMENT. Removes $10,000 maximum limit on a cash or protest bond that must be posted for a procurement award protest.	LAB, FIN
HB2179	RELATING TO ELECTIONS. Enacts voting by mail uniformly across all counties for all elections commencing in 2020, and allows any election to be conducted by mail prior to the 2020 primary election, in whole or in part, as determined by the chief election officer or county clerk, as appropriate. Establishes a limited number of voter service centers, with a minimum of two on each island with a population over 75,000, that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2019 through 2024, regarding the implementation of a vote by mail system. HB2180	RELATING TO A SEX TRAFFICKING EMERGENCY SHELTER. Allows DHS to establish or contract with a victim service provider to operate and manage a sex trafficking emergency shelter. Provides for tax and fee exemptions. Makes an appropriation.	HHS, FIN

HB2182	RELATING TO ENVIRONMENTAL PROTECTION. Makes permanent the carbon farming task force established by Act 33, Session Laws of Hawaii 2017, and renames the task force the carbon sequestration task force. Aligns the State's clean energy and carbon sequestration efforts with climate initiative goals. Requires 1 of the members of the Carbon Sequestration Task Force to also be a member of the Climate Change Mitigation and Adaptation Commission. Expands the mission of the Carbon Sequestration Task Force by requiring that the task force identify practices and policies to add trees or vegetation to expand the urban tree canopy. HB2183	RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Amends the definition of "gross rental proceeds" to provide that the transient accommodations tax for sales of transient accommodations that are arranged by transient accommodations brokers shall be calculated based on the amount charged by the transient accommodations broker, rather than the amount received by the operator of the transient accommodations. HB2188	RELATING TO LEGISLATIVE REAPPORTIONMENT. Defines "permanent resident" for legislative reapportionment as any individual counted as a usual resident of the State in the last preceding United States census and requires reapportionment to be done using data on the total number of permanent residents in the State. HB2202	RELATING TO WORKERS' COMPENSATION. Provides that a duly qualified physician or duly qualified surgeon selected and paid for by an employer to perform a medical examination on an employee relating to a work injury under workers' compensation shall be duly qualified to treat the injury being examined, possess medical malpractice insurance, and owe the same duty of care to the injured employee as to a traditional patient. HB2203	RELATING TO LAW ENFORCEMENT. Establishes an enforcement division in the Department of the Attorney General. Transfers to the Department of the Attorney General enforcement division the law enforcement activities of the Department of Land and Natural Resources, Division of Conservation and Resources Enforcement; the Department of Public Safety state law enforcement officers and the narcotics enforcement division; and the Department of Transportation harbors division. HB2208	RELATING TO ASSOCIATION HEALTH PLANS. Requires association health plan policies to comply with the laws of this State regardless of the association's domicile. HB2214	RELATING TO AN AIRPORTS CORPORATION. Authorizes the establishment of the Hawaii airports corporation within the department of transportation for administrative purposes. Sets out appointment of members to the board of directors and powers and duties of the Hawaii airport corporation. Transfers the aeronautics functions of DOT to the Hawaii airports corporation by the established transfer completion date agreed upon by Hawaii airports corporation, the director of transportation, and the governor, which shall be no later than July 1, 2021. HB2215	RELATING TO BICYCLES. Requires the driver of a vehicle passing and overtaking a bicycle proceeding in the same direction to allow at least three feet of separation between the right side of the driver's vehicle and the left side of the bicyclist.	TRN, JUD
HB2216	RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE. Amends parking space and charging system requirements for electric vehicles in parking facilities. HB2217	RELATING TO TRAFFIC CONTROL. Permits the driver of a vehicle to safely proceed through an intersection in which a defective or malfunctioning traffic‑control device fails to detect the vehicle and stays in the red signal stage through 2 cycles of the traffic-control device.	TRN, JUD
HB2218	RELATING TO VOLUNTARY ASSISTED DYING. Establishes the right of certain terminally ill adults to request and access the process of voluntary assisted dying through self-administration or physician administration of a voluntary assisted dying substance. Effective 7/1/2019.	HHS/JUD

Authorizes the Hawaii Technology Development Corporation to issue special purpose revenue bonds in its name to finance the costs of a geothermal industrial park near a new or existing geothermal power source for the purpose of creating economic opportunity for energy intensive industries engaged in commerce. HB2244	RELATING TO HOME SCHOOLING. Establishes protections for home-schooled children. Among other things, requires the Department of Education to request the child welfare services staff of the Department of Human Services to conduct background checks on all persons connected to a proposed home school and authorizes the Department of Human Services to conduct these background checks. Provides a process whereby a parent or guardian whose request to home-school a child has been denied may petition the family court to determine whether home schooling is appropriate. Requires a provider of broadband internet access services to be transparent with network management practices, performance, and commercial terms of its broadband internet access services. Requires an applicant of a broadband-related permit seeking a state-granted or county-granted right to attach small cell or other broadband wireless communication devices to utility poles to comply with certain practices.
